Here’s what I did from PR 0 to 3 in a couple of months.My site:

PR5Post in other peoples blog those that have PR2+ rating.As you search for information on the net try searching blogs as well that way you’ll get the information and you can leave feedback (which gives you more backlinks).
*** NOTE only comment in blogs that relate to your site in subject manner and or a product you use this will give google a better rating in the content is relevant ***
I would only recommend advertising in forums once a week and different product or service every post. (Use Different headlines and test and measure)

My sites http://www.bridalblog.info and http://www.travelblogger.info popped a PR4 after 3weeks being up. The method that I used to generate this was submitting lots and lots of articles for both sites. This generated tons of back links from people who used the articles. These sites are just now starting to break even. What do you think about this methodology.

Articles are a great way to generate traffic.
The only catch is the must be very specific and if you can include you keywords that match your site that way your ensuring you get the right visitor to your website.
Another tip is the Achor text you know how most people either use the full url or the words click here?
How about something like this Australia’s Favorite Internet Marketer The keywords are then assiocated with my site.
One more tip..
When you post Articles make them in two parts the first available on article site then second by clicking a link to your site exactly where the part2 of the article is.
